Judges from the three divisions of the federal court for the Central District and Judge Alex Kozinski, chief of the 9th U.S. Circuit Court of Appeals, gave state-of-the-court addresses to members of the Federal Bar Association in Los Angeles on Thursday. Audrey Collins, chief of the district court, top left, Stephen J. Hillman, chief of the magistrate judges, bottom left, and Sheri A. Bluebond, a bankruptcy judge, described rising caseloads and empty judicial seats. Kozinski said the 9th Circuit was doing fine and then sprung a quiz on the audience members.
