San Diego calls school lead remediation unfunded mandate
The city claims that failure to comply could result in the suspension of its water permit, resulting in the loss of water access for 1.3 million residents, and could lead to a default on its financing agreements, resulting in $890 million in debt.




The City of San Diego challenged what it claims is an unfunded mandate to clean up lead in water pipes in schools.
