State lawmakers approve updated protections for child entertainers
"It builds on the Coogan Act, which became the national standard protecting children from financial abuse in the entertainment industry after famous child actor Jackie Coogan had his earnings stolen from his guardians," Sen. Steve Padilla told his Senate colleagues on Thursday.
Gov. Gavin Newsom will have a chance to protect child Internet stars from exploitation -- by adding onto a law named for a former child actor from a vastly different era.
SB 764 by Sen. Steve Padilla, D-San Diego, would require content creators to set aside money in a trust account for minors who appear in their work. It is aimed at a new generation of family "vloggers" who profit from advertising and sponsorships in works featuring their children.
