While much of construction law litigation centers on defect claims, parties call in Gibbs when financial or scheduling difficulties envelop large-scale projects such as a Las Vegas hotel or city school. Or to put it more succinctly, "When the job took too long or cost too much," Gibbs joked.


Gibbs spent the first 25 years of his career as an attorney handling construction cases and has been working as a neutral for the past 14 years. His work takes him throughout the western United States, with much of his time is spent in California, Nevada and Arizona.


The adjunct Loyola Law School professor said his time is typically divided evenly between public and private work, though an influx of bond money in the state has increased his public-sector caseload when projects commissioned by entities such as school districts or public agencies hit snags.


"Since 2008," Gibbs said, "the trend has been a lot more construction on the public side than the private side."


In the private sector, Gibbs mediates many hotel disputes, including a current high-profile disagreement over the enormous City Center property on the Las Vegas Strip.


Gibbs said he's also been involved in many insurance cases involving multimillion dollar property damage caused by wildfires.
