2 new advisory members appointed to Judicial Council

Starting Sept. 15, Santa Clara County Superior Court Presiding Judge Theodore C. Zayner and Los Angeles Judge Rupert A. Byrdsong will begin one-year terms as nonvoting advisory members.

California Chief Justice Tani G. Cantil-Sakauye appointed two new advisory members to the Judicial Council on Wednesday and reappointed four voting members and two advisory members.

"The council's mission is to ensure the court system is fair and accessible to all Californians," Cantil-Sakauye said in a statement. "While our new and returning members bring their individual and diverse experiences to the council, we make decisions with a statewide perspective. The state judicial branch is indebted to their dedication and service."

Starting Sept. 15, Santa Clara County Superior Court Presiding Judge Theodore C. Zayner and Los Angeles County Judge Rupert A. Byrdsong will begin one-year terms as nonvoting advisory members. Justice Carin T. Fujisaki of the 1st District Court of Appeal and Mendocino County Superior Court Presiding Judge Ann C. Moorman will begin three-year terms as returning advisory council members.

Cantil-Sakauye also reappointed four voting members: Administrative Presiding Justice Brad R. Hill of the 5th District Court of Appeal, San Bernardino County Superior Court Judge Kyle S. Brodie, Fresno County Superior Court Judge Jonathan B. Conklin and San Francisco County Superior Court Presiding Judge Samuel K. Feng.

The State Bar Board of Trustees appointed San Gabriel attorney David Fu of David Fu and Associates to a three-year term as a voting member.

Council members are volunteers. Most serve three-year terms, and each year about a third of the membership rotates off and a new group is sworn in, according to a statement from the council.

The chief justice chairs the Judicial Council and appoints one other Supreme Court justice, three justices from the courts of appeal, 10 trial court judges, two nonvoting court administrators, "and any other nonvoting members as determined by the voting membership of the council," according to the state Constitution. The State Bar's governing body appoints four members, and the state Senate and Assembly each appoint one member, according to a statement from the council.
