ORANGE — Judge Robert Gerard often tells parents who appear in his dependency court, which deals with child abuse and neglect, to imagine two railroad tracks running side by side.
On each track is a train that has a starting point and an ending point. On one train, with parents onboard, is family reunification, featuring programs, classes and services that will bring them to a successful destination.
