CHULA VISTA – A 13-year old boy was fined for riding a bike without a helmet. When he appeared before San Diego County Court Commissioner Corinne C. Miesfeld, the teenager was on the verge of tears. “My mom cannot pay the $235 fine. I should pay for it but I don’t have any money,” the commissioner recalled.
