SAN DIEGO — All Commissioner Lizbet Muñoz says she ever wanted as a child was to be heard.

The youngest of four siblings in a “small but tight” Mexican American family, she recalled watching everyone talking at the table … except her.

Generally in life, “Everybody wants to be acknowledged,” Muñoz said.
