SAN DIEGO -- Chief U.S. Bankruptcy Judge Christopher B. Latham has been thinking about credit and debt since he was a child.
Appointed chief a year ago, after 10 years on the Southern District of California bankruptcy court, Latham said he learned thrift from his grandparents, with whom he lived for a good portion of his childhood.
