Being an immigrant made Magistrate Judge Sheila Oberto appreciate US legal system

FRESNO -- U.S. Magistrate Judge Sheila K. Oberto turned down a promotion recently. When Chief Magistrate Kendall J. Newman began planning his retirement, he met with Oberto and reminded her she was next in line for seniority.
