FULLERTON - Orange County Superior Court Judge Gregg L. Prickett spent two weeks of his summer vacation in the Republic of Rwanda a few years ago.
It was Prickett's fourth trip to Central Africa, where 60 percent of the population lives below the poverty line and many children never go to school.
