      RICHMOND - It's not often that a lifelong Democrat and "do-gooder" from the public defender's office gets elevated to the bench by a staunchly Republican governor.
      But it happened to Patricia M. Scanlon, whose resume boasts two decades of service defending those without the funds for a lawyer, in one of the roughest cities in California.
