REDWOOD CITY - When San Mateo County Superior Court faced the sobering possibility of incoming staff layoffs and difficult administrative decisions in 2012, the judges turned to a familiar face for leadership.
Robert D. Foiles became presiding judge for the 2013-2014 term after being selected by his colleagues to navigate the court through its most challenging period in recent history.
