WESTMINSTER - It was a Tuesday afternoon at the West Justice Center in Orange County. Commissioner Clarence E. Haynes had spent the morning handling traffic matters in his own courtroom and was headed to another court, where he would spend the afternoon presiding over felony arraignments.
