SAN DIEGO - As a deputy city attorney, Janis L. Sammartino handled diverse matters but technology wasn't in the forefront.

Yet as a judge in the Southern District, she had the distinction of being ranked eighth among federal judges nationwide in handling the most new patent cases in 2013.
