LOS ANGELES - One afternoon this past May, U.S. District Judge James Otero presided over a trial in his Spring Street courtroom. Counselors examined witnesses and raised objections, and a jury retired to deliberate its verdict. The proceeding possessed all the trappings of a genuine federal case, except for one: the parties involved were fifth-graders.
