ORANGE — When he is not flying a plane to Texas or Utah with his wife, Gary G. Bischoff likes to solve problems.

The Orange County Superior Court commissioner, previously a referee, has spent his entire 26-year bench career in the juvenile court at Lamoreaux Justice Center and finds his juvenile dependency courtroom is a lot like flying his plane.
