SANTA ANA - Charles Margines learned the value of a dollar in junior high school, dragging a short red wagon through the Hollywood Hills to sell issues of the LA Times for $1 a copy. Having recently been appointed presiding judge of the Orange County Superior Court, Margines will now decide how the county's judiciary spends its annual budget of $200 million.
