RIVERSIDE -- When Judge Harold W. Hopp steps out of his position as presiding judge of Riverside County Superior Court at the end of his term in December and returns to trial work, he hopes to maintain the same relaxed and efficient atmosphere in court that he exudes in jovial conversation about steps needed to improve the county's judicial shortage.
