MONTEREY PARK — Philip L. Soto is a veteran children's court judge who runs a tight ship.

His child dependency court at the Edmund D. Edelman Children's Court in Monterey Park sees 20 to 25 cases a day, disputes in which the county of Los Angeles, one or two parents, and children are all armed with attorneys.
