      Over the past 23 years, Cynthia Holcomb Hall has left her mark on the 9th U.S. Circuit Court of Appeals - judicially and botanically.
      Appointed to the circuit by President Reagan in 1984 and on senior status for the last decade, Hall has written a number of important opinions on constitutional issues, tax law and sentencing.
