SANTA ANA - When Judge Erithe Smith transferred to the U.S. bankruptcy court in Santa Ana in 2006 after a dozen years with the court in Los Angeles, the biggest change was how much more time she spent in the courtroom conducting hearings.
"The time spent on the bench actually tripled," Smith said.
