      CHULA VISTA - Most of the 50 people who appeared one recent morning before Superior Court Judge Alvin E. Green Jr. had been following the rules. Their fellow drug-court participants applauded them as, one by one, they accepted the judge's congratulations for staying clean, and the successful ones gave encouragement to the others.
