      MARTINEZ - Judges in the East Bay marvel at Contra Costa County Superior Court Judge Peter Spinetta's slow and methodical approach to the administration of justice.
      "Your two-week case turns into a four-week case if it gets sent to Department 11," said attorney Paula A. Lorentzen, who has appeared many times before the judge.
