      ORANGE - In the mid-1980s, Judge Linda Miller began to notice that children coming to the Fullerton courthouse with their parents lacked a safe, comfortable place to wait.
      "They were running around in the hallways because they had nowhere else to go," Miller, a former family law practitioner, recalled.
