      SANTA ANA - Orange County Superior Court Judge William L. Evans likes driving the boat.
      Literally. As a young naval officer in the early 1960s, his favorite duty was "ship-handling" - that is, serving as the officer on the bridge who tells the sailor with hands on the wheel where to head and how fast to head there.
