LOS ANGELES - One afternoon this past spring, Commissioner Laura Hymowitz had to interrupt the violin serenade on her mental health courtroom patio. It was time to decide whether the man giving the enrapturing performance - a Juilliard-trained virtuoso - was mentally fit to provide for his basic needs.
