      ORANGE - Commissioner Richard G. Vogl and his wife were on a 15-day tour of Cambodia earlier this year when their driver swerved to miss a motorcyclist. Their car spun out of control and landed upside-down in a rice paddy.
      The couple were treated at a local clinic then air-lifted to a Bangkok hospital, where they spent the next 11 days.... (continued)
