SYLMAR - The curving road that leads off Foothill Boulevard toward the Sylmar Juvenile
courthouse has tall, shady trees on one side, and a brick wall topped with a gleaming
coil of razor wire on the other.
Despite the reminder that troubled youth are locked up right next door, the feeling
around the Sylmar court building is cool, placid, and a world away from downtown L.A.
