BURBANK — Judge Robert P. Applegate says he's never used his gavel in his nearly 20 years on the bench, but there's something else he keeps handy to maintain order and structure: a miniature hourglass.
He reaches for it and turns it over when he gets the feeling someone before him really wants to speak.
