      VAN NUYS - A sheepish Ryan Siebert walked into Commissioner Thomas E. Grodin's nearly empty courtroom on a recent Wednesday afternoon. Siebert was late - by a good five hours.
      It wasn't his fault, he told the commissioner. He was coming from Palmdale and had to wait for his ride. And then there was all that traffic.
