      LOS ANGELES - With his assignment to the Bellflower courthouse, Los Angeles County Superior Court Judge Richard M. Goul came full circle. A native of nearby Cerritos and Norwalk, Goul covered local government in the late 1970s as a cub reporter for the now-shuttered Bellflower Herald, which had a newsroom two blocks from his third-floor courtroom.
