SANTA ANA - On a Wednesday morning in late October, U.S. District Judge David O. Carter and his law clerk Grace DiLaura sat together in front of a computer screen, watching video of a Mexican drug cartel murder scene.

The camera showed a pile of headless corpses and then panned to the roughly 20 heads formerly attached to them lined up neatly along a nearby wall.
