      LANCASTER - Bruce Toomer's courtroom is by no means intimidating.
      The Juvenile Justice Center in Lancaster looks more like a public high school than a courthouse. And the Informal Juvenile and Traffic Court, which Toomer has operated for four years, looks a lot like a principal's office.
