One day in March 2004, William J. Monahan sat in chambers in the Santa Clara Superior Court waiting to get details on a mediation he'd volunteered to do.
There was a problem: He was sitting in someone else's chambers. Only a day earlier, Monahan had lost an election bid for a seat on the superior court. As he stared out the window, he grew frustrated.
