LOS ANGELES — U.S. Magistrate Judge Frederick Mumm’s approach to running a federal courtroom is rooted in maintaining a consistent, formal routine. He said that it keeps his cases moving smoothly and keeps him from getting over involved.

“If you keep everything formal, it keeps everything moving so much more smoothly. You don’t have to find yourself trying to take control of the proceedings,” he said.
