It’s not often that a judge’s summation of the relevant history of a case begins in the Neolithic Age.

“At the end of the last glacial period, approximately 7,000 years ago, ice from the poles on the continents melted and sea levels rose,” Judge Linda Lofthus wrote towards the start of a ruling dealing with waters flowing from the Sacramento-San Joaquin River Delta.
