WILLOWS — On its face, little has changed in the Glenn County courthouse since it was built in 1894, according to Presiding Judge Donald C. Byrd.

That hasn’t stopped Byrd, a Willows native who was re-elected this year, from making changes to a superior court that seems partly frozen in time. Byrd’s courtroom features law books in glass cases alongside microphones and speakers that do not work.
