REDWOOD CITY — Commissioner Hugo R. Borja once asked the court to lift the limit on the number of traffic matters he could hear in a day.

The San Mateo County Court had sent out hundreds of failure to appear notices and set a deadline for offenders to come to court at the risk of having their licenses revoked if they did not.
