LOS ANGELES — On a typically busy day in the only mental health courthouse in Los Angeles County, parties shuffle in possessing thousand-mile stares, appearing oblivious as to why they are in court. Some are shackled and guarded while others are alone.

Judge Robert S. Harrison greets everyone with a smile, a nod and an encouraging comment.
