MODESTO — Judge Carrie Stephens’ legal career began with the U.S. Navy, which allowed her to traverse the world’s oceans. Nowadays, she’s mostly floating between criminal and juvenile departments.

Stephens was an attorney and judge in the Navy Judge Advocate General’s Corps and still occasionally serves as an appellate judge on the Navy-Marine Corps Court of Criminal Appeals.
