GROVER BEACH -- Commissioner Leslie Kraut works out of a small branch court that had been vacant since the Great Recession before she moved in, so it needed to be aired out a bit.
"There were actually shackles still in the jury box because they used to do criminal arraignments back in the day," she said. "So we had to get rid of all that."
