SANTA CRUZ — Judge Timothy Volkmann’s legal career began as a Wisconsinite looking for warmer weather.

He said the thought occurred to him when snow blew across his window in a horizontal fashion. Volkmann recalled pictures he’d seen of the Rose Bowl and people walking around in shorts and t-shirts in January.

“Why am I not living there?” Volkmann joked.
