SAN DIEGO — Even at 80, Judge Runston G. Maino likes to think of himself as a rebel.

He’s been an outspoken critic of state court spending and failed projects such as the California Case Management System, a new filing system developed by the Administrative Office of the Courts — which ultimately pulled the plug earlier in the decade, but not before betting $500 million on the effort.
