SAN FRANCISCO — As a former newspaper reporter, Judge Richard B. Ulmer Jr. still appreciates a punchy sentence.

The San Francisco County Superior Court jurist says he is not one for flowery prose. “My writing style is very spare,” he said, and it’s his favorite part of the job.
