PORTERVILLE — When a woman accused of identity theft in three separate cases told Judge Anthony Fultz at a recent preliminary hearing she earned $600 every two weeks as a house cleaner, the judge was put in a position he wouldn’t have been in just a few months ago.

“Is there any bail she can afford?” Fultz asked the woman’s attorney. “Just so we’re aware, I’m doing the Humphrey analysis on the three new cases.”
