LOS ANGELES — As president of the California Judges Association a few years ago, Judge Stuart M. Rice toured courts big to small throughout the state.
“I went to Humboldt. We went to dinner and it was 10 of us,” the Los Angeles County Superior Court judge recalled in a recent interview at Stanley Mosk Courthouse. “That was the whole court. I have 10 people on this side of the hallway.”
