SAN DIEGO — Judge Richard R. Monroy sees upsides to older teens in his juvenile justice court getting jobs, even if they’ve chosen to step away from an important part of their daily life.

“Even if it’s choosing not to go to school,” he said, “a very controversial point to take here.”

Monroy’s stance applies to 16- and 17-year-olds who are still resisting the education model.
