INDIO — In her early days as a prosecutor, Commissioner Elizabeth Tucker was part of a program that worked with minors before they ended up in the juvenile justice system.

“It was a diversion type program for kids, consisting of a prosecutor, probation officer, usually a school office on campus,” Tucker said.

They’d work with kids who had gotten in trouble for fighting or bringing drugs to campus.
