Facts

The California State Foster Parent Association and other advocacy groups filed a complaint against the California Department of Social Services for failing to comply with federal laws that required the state to reimburse foster parents for the costs of raising the foster children in their care. In exchange for federal funding, the federal government requires states to set rates that meet children's basic needs.

Result

U.S. District Judge William Alsup of San Francisco ordered the state to immediately increase its reimbursement rates to thousands of foster parents to bring the state in compliance with his previous ruling where he ruled that the state's reimbursement rates were illegal because they had no relation to the costs of raising a child.
